The construction of IOES or Institute of Ocean Energy, Saga University funded by Ministry of Education is under way in Imari city with the scheduled completion by March, 2003. Among other theme of research and development by IOES, the program of power generation itself stands as an important issue. Any party who wants to go into power generation business must have official papers from the authorities concerned. IOES is to be categorized to that kind of party but does not have such papers yet. There are quite a many hurdles to go over under the current rules and regulations to acquire such license. The government has recently issued a decree of additional deregulation and economy stimulus package in many fields. But the decree did not contain deregulation message on license acquisition process of power generation business. IOES shall vitalize local economy an also induce many new industries come out to Imari city. The City of Imari has started talks with the government, requesting to nominate the case of IOES in the deregulation programs and is expecting to receive favorable reply soon.
