Tokyo Governor Shintaro Ishihara strongly reacted against China’s claim that Okinotorishima Island is a mere rock and marine research activities within its EEZ without notifying Japan. In order to take measures against China, 500 million budget was provided to fisheries industry to show Japan’s economic activity. As part of the economic activities, Ishihara is planning to construct a power plant, which generates electricity by turning turbines through utilizing the temperature differences between surface and deep seawater. On May 20, Ishihara visited Okinotorishima Island with specialists to examine the possibility of performing economic activities there.
